Keeping us disoriented, for one thing. Not wanting us to get too used to our surroundings or find anything too familiar. Probably keeping us from finding each other too familiar, too - it's easier to get to know a set of people if you're constantly in the same little block as them, but if we're shuffled around sometimes we're clear across the floor from people we were next to yesterday. This way we've got to seek each other out intentionally or deal with it.
